I use an aliphatic glue to cover cuttings. This is the carpenter's glue that is yellow and is available in any hardware store.
To help in the appearance of the cut I add vegetable coloring to the glue to make it look similar to the wood i am working. This helps to "dress" the cut.
In reality, if the tree makes a white sap, just spray the cut with plain water to protect it.
Is more important to have well honed and clean tools to make cuttings. Dressing cuts is for disease prevention but the sense of this is questionable.
Is more important to prevent infection of the cut from contaminated tools.
Of course, in valuable trees you want to protect it. I use glue instead of tar or any wood putty.
